Is there a file that controls the under construction page we can edit?

Yes, you can enable/disable frontend in admin panel -> configuration directly. Please check PAGES CONFIG section.

Check this field: Under construction message

Anyway it also uses templates/common/offline.tpl file. You need to copy it to your template folder.
